The R.C.N.S.O is a computer Network system created by the Realian Operation to register and control all within this operation. This computer based network is so power that can access places from miles away and is very impossible to be hacked.

Draco along with Harry tries to hack the systems but failed to. The reason to this is the coding and passwords needed to access; this system is not like any Muggle system; in fact it's the most secured system around the world. This secure make it nearly impossible to access it with out knowing the current uses and through the Observations Realian.

Anyone can read accessed the database, in few parts Aberforth looked at the screens and even type numerous thing to find what he wanted but even so The Observations Realian were build to control this system fully; its their most priority use aside from storing information. The Realian Computer Network System Operation is believed to be plagued with many secrets and mysteries that only real founder could had access.

To prove its security, there's a scene where the System picks up the reaction of a weaponry. When Aberforth ask for the details the access was denied to all people and all the Observation Realians. This means that only allowed people were meant to see such database and that happens to be the U-TIC or U.R.T.V Observation Realian's work to access.
